§ 4.16.110. Rates, fees, charges and deposits.
A.
Rates and Charges. All rates and charges regarding recycled water service and their administrative costs shall be established by the Board of Directors. Any approved changes in rate and charge schedules shall be automatically adopted into this ordinance.

Meter Service Charges and Recycled Water Commodity Rates. After July 1, 2019, the District may discontinue bimonthly billing and bill customers on a monthly basis. The following tables show the service charges that will be imposed both on a monthly basis and on a bimonthly basis, with the service charge imposed on a monthly basis equaling half of the service charge imposed on a bimonthly basis. The District may pro-rate the service charge on a per-day basis if necessary during the transition period from bimonthly billing to monthly billing.

The rates and effective dates for the Temporary Recycled Water Service Charge (Construction Water) are as follows:

Recycled Water System Capacity Fee. The Recycled Water system capacity fee shall be based on the following table and shall apply to each meter installed. Applicants that have entered the Plan Check phase of development review on or before August 30, 2013, shall have until August 29, 2014, to pay the rates as listed under "Existing Recycled Water System Capacity Fee." To enter the Plan Check phase of development, the applicant must complete the requirements, in their entirety, of the District's Plan Check Application and the "Guidelines for New Development Plan Check Submittal." The Districts discretion regarding determination of compliance with these requirements, and the timing of such determination, shall remain in effect regardless of any expiration of any deadline, which may impact the amounts to be paid for Capacity Fees. If the applicant does not pay the Capacity Fee by August 29, 2014, the September 1, 2014, fees will apply.

B.
Fees. Applicants for recycled water service shall pay their fair share for the construction of facilities needed to deliver recycled water to the applicant's property. All fees and estimated construction costs shall be paid prior to construction; however, the District may reimburse the applicant for a portion of the cost of such facilities as described in Subsection (a) of this Section.

Under certain circumstances, the District may contribute to the cost of designing and/or constructing the facilities needed to deliver recycled water to an applicant's property. Subject to the availability of funds, the District may:
(a)
Reimburse an applicant for costs incurred to install oversized facilities in the public right-of-way.
(b)
Elect to participate in or construct pipelines, reservoirs, pumping stations or other facilities, as it determines necessary, and/or as funds are available.
