Chapter 6.12 DISCHARGE REQUIREMENTS AND REGULATIONS |
§ 6.12.040. Non-domestic sewer discharge permits.
A.
Food Service Establishments.
1.
FSEs shall be required to complete and submit a FSE Sewer Discharge Permit Application. The General Manager will evaluate the data furnished by the User and may require additional information. After evaluation and acceptance of the data furnished, the General Manager may issue a FSE Sewer Discharge Permit subject to terms and conditions provided herein.

Upon review, the General Manager may require the User to install a gravity grease interceptor per Section 6.12.010(E)(1) of this Title. The General Manager may also require the installation of a wastewater monitoring facility per Section 6.12.010(E)(4). If required, installation of a gravity grease interceptor, sampling facility, and obtaining a FSE Sewer Discharge Permit shall be a condition of sewer use.
B.
Other Non-domestic Commercial and Industrial Sewer Users.

Other Non-domestic Commercial and Industrial Sewer Users shall be required to complete and submit a Non-domestic Sewer Discharge Permit Application. The General Manager will evaluate the data furnished by the User and may require additional information. After evaluation and acceptance of the data furnished, the General Manager may issue a Non-domestic Sewer Discharge Permit subject to terms and conditions provided in this Title.

Upon review, the General Manager may require the User to install a gravity separation clarifier per Section 6.12.010(E)(2) of this Title. The General Manager may also require the installation of a wastewater monitoring facility per Section 6.12.010(E)(4). The General Manager may also require additional pretreatment, monitoring and control devices per Section 6.12.010(E)(5). If required, installation of a gravity grease interceptor, gravity separation clarifier, sampling facility, pretreatment, monitoring and control devices, and obtaining a Non-domestic Sewer Discharge Permit shall be a condition of sewer use.
C.
Non-domestic Sewer Discharge Permits. The District may require Non-domestic Sewer Users to obtain Non-domestic Sewer Discharge Permits as necessary to carry out the purposes and policies of this Title. An initial or renewed discharge permit is valid for the time period specified by the issue date and expiration date on the permit unless suspended or revoked. In no case shall a permit be valid for more than a five-year period.
Noncompliance with any term or condition of a Non-domestic Sewer Discharge Permit shall constitute a violation of Title 6 of the District Code and subjects the Industrial User to enforcement actions outlined in Chapter 6.16 of this Title. Obtaining a non-domestic sewer discharge permit does not relieve a permittee of its obligation to comply with all Federal and State pretreatment standards or requirements or with any other requirements of Federal, State, and local law.
The General Manager may issue a permit to discharge non-domestic wastewater to the District's Sewer System if:
1.
The quality of the wastewater conforms to the requirements of this Title;
2.
All required pretreatment systems are approved by the General Manager and it is demonstrated, by the User, that the systems can adequately achieve existing District point-source standards as well as having the capability to handle or to be easily modified to handle future requirements;
3.
A District approved monitoring vault, manhole, or other approved monitoring facility has been constructed, or shall be constructed, and has been included in the Compliance Time Schedule;
4.
The District's Sewer System has adequate capacity for the volume of wastewater to be discharged;
5.
The most recent Permit Application form has been completely and correctly completed and signed by the User's authorized representative;
6.
A Compliance Time Schedule has been approved by the General Manager (if required) and is on file in the Engineering Department;
7.
Industrial Users that use a pretreatment system have established and maintained a daily operation and maintenance log for their pretreatment system, and it contains at a minimum the following information:
a.
Dates and times of routine maintenance and calibration of the systems;
b.
A description of all maintenance and calibration work being done on the system;
c.
Date and time of any major repair and/or downtime on the system;
d.
The emergency or back-up system or program instituted while the pretreatment system was out of operation, and;
e.
The name of the supervisor responsible for the pretreatment system.
