Chapter 6.04. GENERAL PROVISIONS |
§ 6.04.010. Purpose and policy.
A.
This Title and Chapters sets forth uniform requirements for direct and indirect contribution of non-domestic wastewater into the District's Sewer System of the Cucamonga Valley Water District [hereafter referred to as "the District"] and enables the District to comply with all applicable State and Federal laws and Sewage Service Contracts entered into with Inland Empire Utilities Agency.
The objectives of this Title and Chapters are:
1.
To provide for equitable distribution of the cost of the operation of the District's Sewer System;
2.
To enable the District to comply with local, state and federal laws and regulations and the terms of the Inland Empire Utilities Agency Regional Sewage Service Contract, and all supplemental sewer service contracts;
3.
To prevent the introduction of pollutants and materials into the District's Sewer System that will interfere with the operation of the system, cause damage to the system, create a safety or health hazard to District staff or the public, or otherwise be incompatible with the system.
B.
This Title and Chapters provides for the regulation of direct and indirect contributors to the District's Sewer System through the issuance of permits to certain non-domestic users and through enforcement of general requirements for other users, authorizes monitoring and enforcement activities, requires user reporting, and provides for the setting of fees for the equitable distribution of costs resulting from the program established herein.
C.
This Title and Chapters provides for inspections of non-domestic users' on-site sewer systems, on-site sewage treatment devices, enforcement of sewer Capital Capacity rights, establishment of individual Industrial Sewer Rate mechanisms, and inspection of sources of wastewater and business operations.
D.
This Title and Chapters shall apply within the service area of the Cucamonga Valley Water District and to persons outside the District who are, by contract or agreement with the District, Users of the District's Sewer System. Except as otherwise provided herein, the General Manager of the District shall administer, implement, and enforce the provisions herein.
