If any section, subsection, sentence, clause or phrase of this ordinance establishing
rules and regulations for the use of recycled water is for any reason found to be
invalid or unconstitutional, such decision shall not affect the remaining portions
of this ordinance. The Board of Directors declares that it would have approved this
ordinance by section, subsection, sentence, clause, or phrase irrespective of the
fact that any one or more of the sections, subsections, sentences, clauses or phrases
be declared invalid or unconstitutional.
