No member, officer, or employee of the District, or their designees or agents, and
no public official who exercises authority over or responsibility with respect to
purchasing during his or her tenure, or for one year thereafter, shall have any interest,
direct or indirect, in any purchase, agreement or sub agreement, or the proceeds thereof,
